RHIANA WHITSON, REPORTER: When a 12-year-old was charged with murder in November last year it shone a spotlight on Victoria’s child protection system.

RHIANA WHITSON: The girl’s troubled past has been laid bare in court. In the three years prior to being charged with murder she was reported missing from care 275 times. She had also been subjected to physical and sexual abuse. LIANA BUCHANAN: They are being victimized, through sexual exploitation, in some of the most horrendous ways. What we're talking about here are children who are being sexually assaulted and raped in exchange for drugs or money.

But the first ever Children's Commissioner Bernie Geary who raised the alarm in 2015 says not enough has been done since to protect children from sexual abuse. They simply can't protect those kids from really dangerous outside influences mainly paedophiles, paedophile rings, adults who sexually exploit these very vulnerable damaged kids.

LIZZIE BLANDTHORN, VIC. CHILDREN’S MINISTER: The Department of Families Fairness and Housing and certainly the child protection workers who are on the front line have a very difficult system day in day out are working to protect the best interests of the child.
