One major problem is that these companies literally have to launder money to properly document and pay taxes. The contracts being written have to be so creative that few can really understand what the money is for when it gets moved around.
Perhaps black-market revenue is showing more evidently in this figure, since high-taxes are driving consumption back to non-regulated sources.

You can use a 'legit' delivery service and pay over 30% in taxes, or a functionally identical but non-registered service and skip the excise. No self-respecting pothead is going to pay more than $50 out the door for an eight sack of loud. $60 TOPS and that ish better be fire.

Well if Fresno California was able to be taxed that number would be higher... the county( sherriff mims) doesn't allow for recreational taxing of dispensaries in Fresno county she's all DEA funds..

Many cities are refusing to issue permits to legal cannabis businesses, so the money is going into the black market and not being taxed. They don't like it being legal, so they just subvert the will of the voters.
