Clinton County has offered to pay $700,000 to settle claims against its defendants in a wrongful death suit in which guards and medical professionals are accused of ignoring the distress of an inmate in the last two weeks of his life. Shawn Kitchen, 40, died from a kidney infection on Dec. 3, 2017, in the Clinton County Correctional Facility at McElhattan where he had been committed on a probation violation.on behalf of herself and her son’s estate accusing jail and medical staff of mishandling what started as urinary tract infection.
