The Biden administration has instituted one of the first new railway safety rules since the derailment of a train in Ohio last year that sent clouds of black smoke into the sky as emergency crews tried to contain the toxic materials that spilled. Along with the Norfolk Southern derailment in East Palestine, there were several other high-profile derailments in the following weeks that added pressure on Congress and the Biden administration to take steps to shore up railway safety .
