This actually seems a reasonably sensible policy. The selling party will have been subject to all sorts of tax breaks and favourable conditions in the past, the buyer finds it much harder to get on the ladder. To simplify things, why should the boomer get another payout? Not sure about this, I paid stamp duty when I bought my house 15 years ago and when I go into a retirement home I’ll have to pay it again while the purchaser doesn’t? Or am I missing something?
