'There are going to be harms, there are going to be risks, and that's why we've got to leave no stone unturned,' Matthew Taylor warned unions and ministers

He said it appears “the door is shut” by the Government on pay negotiations, adding: “I call on both the Government and the trade unions to be pragmatic, to recognise that having industrial action during a winter crisis in the health service creates risks, puts pressure on.

“But ultimately, responsibility for ensuring that there is adequate ambulance cover all year round rests with the trusts, rests with the Government. They called for patients who have completed their emergency medical care to be moved out of emergency departments to create space for new patients.
