Over its two decades, PISA has been a catalyst for improvement for some countries. Hong Kong ranked 17th in reading literacy in 2000. In the years following, university researchers reviewed learning theories and implemented a new approach to teaching reading. They trained principals and teachers, developed high-quality classroom resources, and showed parents how they could support their children at home. In the latest results, Hong Kong was fourth.
There are also many opposing views within the education sector, and passions run high. The so-called reading wars are bitter, and have lasted decades. Disagreement rages about everything from classroom design to effective pedagogy and whether standardised assessment is essential or evil. This, combined with political timidity, slows reform.
Already Tehan's response to PISA has caused a split. His immediate reaction was to call for a back-to-basics approach, and he has exhorted to education ministers to "leave the teacher's union talking points at home and be ambitious" when they meet in Alice Springs for Education Council next week .Alex Ellinghausen
Piccoli has some advice for Tehan, and all the country's education ministers. "Never waste a crisis," he says. "If you are going to do something bold, now would be the time."
