Chinks in Tasmania's minority government armour are appearing, as within the space of hours, The Greens and Labor passed two consecutive bills through the lower house against the government's wishes, both on issues that the Liberals have long held out on.

This amendment was defeated after a tied 15—15 vote, with the Jacqui Lambie Network trio siding with the government, but the Labor speaker having the casting vote.Both bills will head to the upper house, where Labor and the crossbench also have a clear majority.Labor has argued for industrial manslaughter laws for at least four years, watching on as other states and territories implemented similar laws.

Under the previous laws, it was an offence for a person to beg in a public place, with penalties of five penalty units — almost $1,000 — or up to six months in prison.The Greens introduced its own repeal bill this year, arguing it was "consistent with contemporary knowledge, social standards and community expectations".
