The new restrictions, which come into force at 6pm on Sunday, include a limit of one shopping trip per day by one person for each household and one hour of exercise a day. Both shopping and exercise will require people to stay within 5 kilometres of their home.
"I want to assure all Victorians supermarkets, the butcher, the baker, food, beverage, groceries, those types of settings, there will be no impact there," he said. Mr Andrews said the state of disaster, which gives the government power to suspend acts of parliament and enhances the ability of police to enforce rules, would begin from 6pm tonight and will help "get the job done".
"We'll have more to say about those industry and the way in which they'll have to operate. Some can continue, some will have to reduce the amount of work they do, therefore the amount of workers and the amount of risk, then there will be others that will close," he said. "The current strategy has avoided our hospital system being completely overwhelmed … but it is not working fast enough. And there are a number of different reasons for that."Mr Andrews said essential businesses like supermarkets, butchers and chemists would not be affected by announcements about essential businesses that will be made on Monday, but other businesses will be subject to output restrictions.
