Weddings have been banned, and all students will return to remote learning. Childcare centres will also close to all except the children of essential workers. The restrictions will be in place for six weeks.AdvertisementAs of Wednesday night, the rest of the state will also enter stage three restrictions. There is some good news for Mitchell Shire, with it staying on stage three restrictions, joining the rest of regional Victoria.

Mr Andrews also said there will be further changes made to who can work and where, which will be made on Monday, including restrictions on non-essential businesses. In Melbourne, students in year 11 and 12 will return to remote learning, while in regional Victoria remote and flexible learning will be brought in for all students.

Mr Andrews says stage four restrictions are needed because modelling predicted current restrictions would have taken until the end of the year to bring case numbers down to zero. Mr Andrews said the state of disaster, which gives the government power to suspend acts of parliament and enhances police’s ability enforce rules, will begin from 6pm tonight and will help “get the job done”.

It is only the second time Victoria has announced a state of disaster, according to Police Minister Lisa Neville.Regional areas will be placed under stage three restrictions, with restaurants and pubs moved to takeaway-only. Mr Andrews said the pre-emptive move would stop the virus getting into regional aged care facilities.

An announcement on further workplace changes will occur on Monday.Mr Andrews said there were more than 700 “mystery” active cases with no known source, indicating the virus was running undetected through the community.Daniel Andrews has announced stage four restrictions for Melbourne.

And the reason why we need to move to a different set of rules,” he said.“If you've got that many cases of community transmission, then you must assume that you have even more. And on that basis you can no longer be confident that you've got a precise understanding of how much virus is there.

"The current strategy has avoided our hospital system being completely overwhelmed … but it is not working fast enough. And there are a number of different reasons for that."LoadingMr Andrews said essential businesses like supermarkets, butchers and chemists will not be affected by announcements about essential businesses that will be made on Monday, but other businesses will be subject to output restrictions. “That'll mean there is less contact, there is less seeding of this virus from workplaces back into families, and from family-to-family and throughout the Victorian community,” Premier Daniel Andrews said.

A third group of businesses, non-essential businesses which Mr Andrews did not specify, will be told their workers must work from home.Mr Andrews assured Victorians panic-buying was not required because supermarkets, bottles shops and similar businesses will open as normal under stage four rules. “I just again want to make the point that there's no need to be queuing up at the Coles or Woolworths. There's no need to be queuing up at the local baker or butcher, they will remain open. They will remain able to provide you with the things that you need,” he said.

Chief Health Officer Brett Sutton said the new restrictions had an element of a "shock and awe" to them.Professor Dutton said ays case numbers should drop in the six-week stage four lockdown period if the community embraces the new rules, but said behaviour needed to change “profoundly” if the restrictions are to have their desired effect.

“Six weeks should be enough, but it has to have everyone’s co-operation and commitment,” he said.“It’s a very significant step-up and these and very broad and deep measures.Loading“I can absolutely see cases decreasing. But in terms of a guarantee … it’s our collective responsibility.

“Behaviours have to change profoundly [and] they have to change across the board … It will fail if a proportion of the population doesn’t take it seriously.”Mr Andrews confirmed a further seven deaths overnight. Of the total number of new cases, 73 are linked to known outbreaks and 598 are being investigated. Of the seven deaths, six were linked to aged care homes. Three women in their 70s, two women in their 80s, one woman in her 90s and a man in his 90s passed away. There are 385 people in hospital with COVID-19, six more than yesterday, and 38 in intensive care, three less than yesterday.

In the last four days, the state recorded 397, 627, 723 and 295 cases respectively.Premier Daniel Andrews has spoken to Prime Minister Scott Morrison over the weekend to ensure adequate income support for individuals and cash flow assistance for businesses as the Victorian economy crimps further under a stricter lockdown.

Mr Andrews said he would make announcements during the week on fiscal stimulus from the Victorian government. He said his conversation with Mr Morrison was focused on addressing any “anomalies” where Victorians in financial hardship were for some reason not able to qualify for JobSeeker, JobKeeper or business relief programs.

“I've had communications with the Prime Minister throughout the weekend and we spoke at length ... There is an acknowledgment of course that JobKeeper and JobSeeker at the current rates continue out until the end of September, so well beyond this six-week window,” he said.

Loading“We're going to continue our discussions and if there are any areas where there are anomalies, any areas where businesses ... might not qualify for those payments when clearly they should because it's about addressing hardship."I was very encouraged by the Prime Minister's partnership and the sense that we are all in this together and providing support, particularly income support and potentially cash flow support to businesses.”

Victoria records '650 new cases of coronavirus', as state braces for stage four lockdownThere are 650 new coronavirus cases in Victoria, and several more people have died overnight, sources say, as the state braces for tougher restrictions. Why are they stocking up when the supermarkets will still be open Idiots. So much for 'social distancing' the same thing happened last time and cases only grew. Lockdowns don't work, they are about nothing but ruling class control. Our media leads the way in community conditioning. Good job. Haven’t you guys learnt anything?
