State of disaster as Victoria records 671 new cases of coronavirus

Premier Daniel Andrews has announced as of 6pm Sunday there will be a state of disaster declared in Victoria, on top of the state of emergency, as the state recorded 671 new cases of coronavirus.

Mr Andrews also said there will be further changes made to who can work and where, which will be made on Monday, including restrictions on non-essential businesses. It is only the second time Victoria has announced a state of disaster, according to Police Minister Lisa Neville. "The current strategy has avoided our hospital system being completely overwhelmed … but it is not working fast enough. And there are a number of different reasons for that."Mr Andrews said essential businesses like supermarkets, butchers and chemists will not be affected by announcements about essential businesses that will be made on Monday, but other businesses will be subject to output restrictions.

Chief Health Officer Brett Sutton said the new restrictions had an element of a "shock and awe" to them. Mr Andrews confirmed a further seven deaths overnight. Of the total number of new cases, 73 are linked to known outbreaks and 598 are being investigated. Of the seven deaths, six were linked to aged care homes. Three women in their 70s, two women in their 80s, one woman in her 90s and a man in his 90s passed away. There are 385 people in hospital with COVID-19, six more than yesterday, and 38 in intensive care, three less than yesterday.
