Opposition leader Bill Shorten has won the first leaders' debate of the election campaign, according to an audience of 48 undecided voters.

By the end of the face-off, 28 members of the audience said they would vote for Bill Shorten, while only 12 walked away backing Prime Minister Morrison and 11 others remaining undecided.
