The board's chairwoman tells an inquest into the murder of outback nurse Gayle Woodford there has been 'a bit of buck-passing' between authorities about why her killer was not behind bars.

"It is unclear why the Parole Board does not see its function is to consider if an offender is incapable of controlling, or is unwilling to control his sexual instincts," Mr Kalali submitted.

"There is a flavour as I read these submissions of a bit of buck-passing. In fairness to the corrections department, they were presented with a difficult case."That may be unfair, but I guess I'm saying that in response to everyone passing the buck to the Parole Board." She said there was a "reluctance on behalf of the bench" to impose indefinite detention on people because it was considered additional punishment for those who have "done their time".
