This is TurnbullMalcolm legacy. Westacott refers to those “two year visas”. Turnbull did that. He essentially gutted the employer sponsored visa program to suck up to the unions. ALP not keen to fix it for same reasons. Turnbull destroyed Australia’s migration program.
