Governor general needs to disclose all the portfolio of ministers available ,so that vacancies can be filled by the ruling party

There's only one credible explanation for the non-existent entries. Hurley knew the usurpation of Minister's portfolio's was NQR. Anyone perusing his notes would be quite unaware of the events, but if they were recorded, then Morrison would be caught out. A cover-up was preferred
