Canberra's first ambassador to Beijing said the way the federal government had led calls for an inquiry into the pandemic was clumsy - and aimed at achieving a kind of 'gotcha'.

Canberra's first ambassador to Beijing says Australia is engaging in a reflexive blame game against China over the COVID-19 pandemic which undermines the chances of constructive engagement and damages our national interest.

"There is a very, very strong anti-China push coming from certain agencies in Canberra … and it is simply ideological," he said. He was speaking to help launch two papers from the Australia Institute, one of which, written by former senior Defence official Allan Behm, accuses Australia of "demonising" China through the COVID-19 pandemic.
