"Fees and charges from monopoly airports are excessive and they are damaging the economy. And airports continue to reap super profits because there is no real threat of intervention to moderate their behaviour," Mr Joyce said.

"This has created a lopsided outcome that is bad for the travelling public, bad for the country and bad for the economy," he said. The association also said an arbitration system would put investment on hold, making it harder for new airlines to enter the market and challenge the major players. Australian Airports Association chief executive Caroline Wilkie said airlines want to entrench their own position and make it harder for other airlines to compete.

Australian Competition and Consumer Commission chairman Rod Sims - who has previously described airports as unregulated monopolies, has warned that if they continue to be unregulated consumers will lose.
