Justice minister Ronald Lamola says the ministry has made the necessary funds available for an investigative directorate to start functioning

One of the key priorities for the justice system outlined by justice and correctional services minister Ronald Lamola in Parliament on Wednesday included strengthening its ability to fight against corruption

Lamola gave a political overview of the work of his department to parliament’s justice and correctional services committee ahead of a briefing by departmental officials on the annual performance plan and budget for the department. “The appointment of advocate [Shamila] Batohi at the helm of this important institution followed by the appointment of an investigative directorate has restored hope in the fight against crime and corruption.

Lamola said the work of the Special Investigating Unit had been strengthened through the establishment of the special tribunal, which would soon begin the task of clawing back money lost through corruption and other illicit flows. Lamola also committed his department to the modernisation of the legal system saying it could not continue to function under the business processes defined by the Criminal Procedure Act of 1977, which did not exploit the efficiencies of the tech revolution.

Legislation submitted to parliament during the fifth administration that still needs to be dealt with includes several bills that were approved by the National Assembly, and were referred to the National Council of Provinces. These were the Traditional Courts Bill, the Cyber Crime Bill and the Child Justice Amendment Bill.

ANALYSIS: Municipal finance failure: Commission urges defaulting national departments to cough up funds owed to councilsThe Financial and Fiscal Commission wants a shake-up of local government funding to focus on sustainable financing for councils’ constitutional mandates of service delivery and infrastructure development. But its 131-page report, themed as ‘Repositioning Local Government Public Finances’ on Monday was somewhat ill-timed. Less than a week earlier the Auditor-General showed that only 18 of South Africa’s 257 councils had a clean bill of health in yet another consecutive year of failing performances.
