Like Bukhman, quite a few billionaires born in Russia have taken advantage of the “Law of Return,” otherwise known as “Aliyah,” which grants automatic entry and passports to any Jew, or anyone who can prove they have at least one Jewish grandparent. Yuri Milner, who has accumulated an estimated $7.3 billion fortune from well-timed investments including early backing of Facebook and Twitter, obtained citizenship this way in 1999, according to his spokesperson, Leonid Solovyev.

It’s not just billionaires that are looking to Israel. The country seems to be attracting a broad spread of Russia’s wealthier residents. Israel-based attorney Eli Gervits, who specializes in the “Law of Return,” toldhis law firm is seeing 25 times more business compared to before the war. The surge is even greater than after Russia’s annexation of Crimea, he notes. “Almost all of the people that approach us are not from Ukraine,” Gervits says. “They are not from Russia.

Not sure why the USA hasn't greylisted Israel. It's country that thrives on illicit funds that get washed through its banking. Funds from illegal mining in Africa through to global drug trade and non tax payments of ultra wealthy in their country of business
