Then he reversed course, announcing these stores would be indeed be allowed to remain open, only to backtrack once more and demand that they close down.

I do not think the states need 'well regulated militia' these days. Indeed states all have national guard units which serve that purpose nicely. The 2nd Amendment says nothing about unregulated ownership of guns.
