Star Wars has gradually revealed the history of the First Order, but there are still gaps in the timeline. Introduced in Star Wars: The Force Awakens, the First Order were originally something of a mystery. They were clearly a resurgent Empire, but it was unclear where they had come from and how they came to power. Lucasfilm hadn't really decided, either, and so even tie-ins generally avoided revealing anything about the First Order until after the sequel trilogy had wrapped up.
The nascent First Order swiftly established a criminal group known as the Amaxine Warriors to covertly fund their organization. The Amaxine Warriors took advantage of the New Republic's weakness to swiftly establish a criminal empire as vast as the Hutts at their prime.
Leia Senses A Coming Threat & Establishes The Resistance Claudia Gray's novel Bloodline details the next stage of the First Order's formation. It is set in 28ABY, and a large group of former Imperial worlds - notably including the factory world of Kuat - are working together as a political bloc in the New Republic. These so-called Centrists wield significant political power, and Leia senses a deeper conspiracy.
