Baylan has his own agenda throughout Ahsoka - and that's decidedly odd, because it predates his learning Grand Admiral Thrawn is on Peridea. The most likely explanation is that he sensed the call to Peridea even in another galaxy, and somehow divined that Morgan was the one to get to him to whatever distant power he was sensing.
