Colleges around the country are struggling because of the pandemic, and some could close. Yet now Congress is creating a new threat by using the Congressional Review Act to revive an Obama rule that puts them on the hook for loans of discontented students.

The Obama Administration sought to drive more for-profit colleges out of business with its “borrower defense” rule that let students discharge loans if they claimed their college deceived them. Colleges could be held liable for discharged student loans, though taxpayers...
