Notice that Mr. President did not divert any of the funding from his staff budget or his security detail. If he had to fund his foreign junkets out of pocket that would free up many millions.

Unconstitutional. This is a seize at power. Congress holds the power of appropriation, aka, 'the power of the purse', for several reasons (the most important being to rein in a cocky brat who believes himself to be king). This is an impeachable offense.
National security comes first.
Secure the border. Congress could fund it so other funded projects could move forward. The blame goes to Congress, no one else.
