The Detroit Police Department responded to France's residence Friday to perform a wellness check and were confronted with at least five children living in squalor and the body of a 3-year-old decomposing in a basement freezer, according to a report.The cause of the toddler's death was determined to be a homicide, authorities said."This case has shocked me, and shocked our investigators," Detroit Police Chief James White said.
The dead child was identified as Chase Allen by his grandmother, Toni Haynes, who said she had called Child Protective Services on her daughter.The state had made numerous visits to France's home, and family members had confronted her, Haynes added. She had no idea how long the decomposing body of her grandson had been locked in the basement freezer, she said.France was arraigned Sunday, and a preliminary examination is slated for 1:30 p.m. on July 15.
