Anesha Isaacs’s brother said she had known Tylen Jennings for about a year and half and had a protective order against him for much of that time.

A 30-year-old man was charged with second-degree murder in the Friday slaying of a woman who had a protective order against him andin the Annandale area when she was fatally shot, according to Fairfax County police.

Authorities said they arrested Tylen Jennings, of Maryland, on Friday night, hours after Anesha Isaacs was fatally shot outside her workplace in the 3200 block of Woodburn Road. Isaacs, 30, had called 911 to report that her ex-boyfriend was preventing her from leaving the parking lot, police said Saturday in aThe victim’s older brother, Raymond Isaacs, said his sister had known Jennings for about a year and half and had a protective order against him for a substantial amount of that time.

“He had no respect for those protective orders,” Raymond Isaacs said, later adding, “She did everything she was supposed to do. Unfortunately, she was not protected, and she should have been.” Fairfax County police also charged Jennings with felony firearm use, abduction and violating a protective order. Police said he was jailed in Maryland, awaiting extradition to Virginia. Attorney information for Jennings was not immediately available in court records.
