Demands by city officials to have the lasers point at the mayor's tent meant the show could not go as planned, the owner told PennLive. Meanwhile, he has not been paid.

The disappointing laser light show during this year’s Kipona Festival cost Harrisburg $25,000, but the city hasn’t paid the bill yet.

The technician on the scene was trying to meet the demands to point the lasers toward Williams’ tent but that meant they had to be aimed mostly horizontally toward the riverbank instead of in the air to avoid potential FAA violations, said Brooks Palmer, president of Florida-based Laser Light Company.

City spokesman Matt Maisel did not provide a response to Palmer’s comments, instead saying that city officials planned to discuss their concerns with Palmer directly. The decision to put on a laser show was decided weeks before the event, according to documents obtained by PennLive through a Right-to-Know request.but decided to try something new at this year’s Kipona Festival.
