The federal government wants states to consider taking control of drive-through coronavirus testing sites, currently run by HHS and FEMA, that have tested more than 77,000 people to date

"We want to ensure people and communities all across the country that we continue to partner with states to the extent that they prefer us to be part of it," Pence said.

The federal government's attempt to transition the testing sites to local control comes as several governors, including Illinois's J.B., have struggled to procure swabs and other basic testing supplies needed to operate the drive-through sites on their own. Giroir acknowledged the concern when asked about Pritzker's comments, but said there are a limited number of swabs available.

“This is not a perfect system, I want to be clear," he said. "This is a pandemic of unbridled proportions where there is a limited supply chain. People need to be a little bit flexible and be transparent in what they really need versus aspirational in what they would like." Giroir said states that take over testing sites can order supplies through FEMA, which is working to expand the number of testing supplies it has on hand. But he acknowledged there are problems with the supply chain. States that assume control of testing sites would also need to oversee staffing, ordering lab tests and notifying patients of results.
