Federal and state authorities launched an investigation Tuesday into the death of a black man who appeared to suffocate while in police custody in Minneapolis after a Facebook video surfaced of the encounter.
The Facebook video of the encounter, which took place Monday evening, shows the man telling officers that he can’t breathe. More than 10,000 people had shared the video as of Tuesday.
Is this knee-to-neck maneuver taught at the academy? I've seen police use this when trying to restrain an individual. Also, why would the officer remain on the man's neck even after he had already been handcuffed? Just wondering if this is something that's taught at the academy.

Yeah they should because that is next level fucked up. This is sickening what has happened and what happens that doesn’t make headline news. Change is needed. Too many people are not being prosecuted by the law but instead by enforcers of said law. Police need better training.

Appeared? No he did suffocate. It takes 4 minutes to kill someone by strangulation. He had his knee on his neck for 9 minutes more than double that time.
