If there was an emergency due to a major failure of the Tolt River Dam , people in Carnation would have about an hour to get to higher ground before a wall of water and debris would come roaring through Snoqualmie Valley.
However, the system has malfunctioned eight times in the past four years, either sending out a false signal or failing to sound off during scheduled tests., and are lobbying the Federal Energy Regulatory Commission to not relicense the dam when it comes up for renewal in the coming years. The dam supplies drinking water to Seattle and several regional cities.
SPU has repeatedly said that the dam is safe, and they are working to correct the malfunctions, which have led to panic in the past as people in Carnation scramble to evacuate.
