According to Pennsylvania State Police Newport, the backpack was discovered on Oct. 6 at around 12:49 p.m. Inside, a horrific sight, as officers say they found a small black dog deceased, along with a large rock weighing over 16 lbs. Thorough investigation found that the dog was alive at the time it was placed in the bag, and that the backpack had been weighed down to keep the animal at the bottom of the creek.The rock discovered was also measured at 11 inches in length and 11 inches in height.An animal cruelty investigation is currently ongoing.
