JoeBiden's infrastructure is national. It has nothing to do with Rep or Dem, which are two faces of the same coin, American democracy. This shows to what extent WhiteHouse2021 agenda is accepted even by tough political rivals who see it necessary. Thus, Biden's victory is real.

I know enough about McConnell to know that if he is part of the deal, or endorses it or votes for it then it cant be good for anyone, especially civilian Americans. He could give Dems/Progs everything they ask and Id still know it has some steel cables attached.

I think all of this is probably true. We will see how he actually votes in the end. I will be surprised regardless .... that said I think their may be an added incentive for him. I think there is part of him that would enjoy sticking it to Donald.
