When jury selection starts this week in an Air Force rape trial in San Antonio, the military lawyers involved might have to deal with a rarely-seen problem. Maj. Gen. Phillip Stewart is only the second general in Air Force history to go on trial. Military law requires his guilt or innocence be decided by either a judge or eight officers who hold the same or higher rank. His lawyers are opting for a jury. So when proceedings begin Monday at Joint Base San Antonio - Fort Sam Houston , the judge, Col.
