Phone data of a minimum of 15 years is considerably mandatory if you're running for office or top paying establishments. Another is if you're suspected of criminal records. Mine was dug up to 29 years. - whoever said living a clean life was easy.
It won't be 'because they refused to hand over phones'. It will be in the absence of any hard evidence, with failure to disclose potential evidence on the phone contributing towards that.
If part of the suspects defence refers specifically to WhatsApp or Twitter or frickin EBay messages or any other specific part of a phones data then why does the search need to extend beyond that?
