It used to be the case that to enter Civil Service you sat an exam and if you passed the exam you were on probation for one year. Then it changed and Direct Entrants were admitted including Degree Entrants. Standards slipped because of these changes

He’s right though. I joined the Civil Service as an expert in my field only to be hamstrung by people who took turns drawing jobs out of a hat. I was asked to do the same work I was doing 15 years before because the staff just weren’t up to speed about where they needed to be
