I suggest you rephrase the headline. To say the pay is 'to fall 7%' suggests that it's about to happen. Whereas the 7% has already been lost due to lack of cost of living adjustments.

This is hard to understand in the times of covid

Most folks pay has dropped and thousands have been paid off , lost homes and businesses , lost family , had marital breakdown , had to take cuts to pay during the Pandemic , and what have the nurses had to give up ? A bit of time and compassion , 15% just slap us in the face !
