They just want to sell more seats and make up for the loss during COVID19 so i guess if you don't want anyone next to you, you just have to pay 3 X the price... lufthansa don't want to leave seats empty for social distancing, they just want someone to pay for them...

Air New Zealand have been doing this for a few years. They are called Sky Couches. They work well and I actually found them more comfortable than Premium Economy.

Will allow? It’s as if it wasn’t allowed before! Nobody will pay. Most likely Lufthansa is planning to stop people from using empty seats next to them as beds unless they paid! FlyAirNZ have done this for ages, but with a much better product in their SkyCouch. I flew LHR to LAX with them, and the difference was amazing!! or just buy 1st class seat with that money
