In a war food is rationed so under such a principle there should be penalties for those leaving spare homes empty. Having a second home should be seen as a privilege not a right in a society where there’s a housing crisis

One big problem with this. Councils wouldn't want these houses because they are generally in a poor state of repair and would need a lot spending on them before any rent was gained.

How many homes are empty, where and how do they compare with area of high homelessness? Even without this proposal it is not worth being an landlord given the net yield of around 1%. The key is to get jobs for homelessness with at least a living wage.
