The civil service is revolting huh?

At a time the civil service will have to deal with major changes thanks to Brexit Boris Johnson want to add to the chaos by doing this. They are setting up the civil service to fail!

It’s silly to rotate all members of the civil service every 2 years. It’s been tried repeatedly and it doesn’t work in practice.
