My partner works in the care home and what I hear is that they have a contract with the local general hospital and the hospital have been lying sending loads of coronavirus patients who are positive to this careham not caring about the residents who live there, so who's to blame?

Absolutely not. Been discussing this for months now in work. Infections shouldn't spread like they do in care homes. Before COVID19, this was a problem. Nothing to do with being in a home with others. Infection transmission always less in hospitals. Infection control is the key.
