Some Russian media outfits expressed willingness to collaborate with the Presidential Communications Operations Office (PCOO) to promote the policy messages of the Duterte administration, Communications Assistant Secretary JV Arcena reported.

In his radio program over Radyo Pilipinas, Arcena, who also heads the PCOO’s Global Media Affairs, said they organized engagements with some members of the Russian media before President Duterte ended his state visit to Moscow last week.

According to Arcena, the said media companies expressed openness to work with the PCOO and offer training programs to reporters of the Philippine government’s media arm. The former journo also said that the media engagements were successful because RT even gave Andanar the opportunity to air the Duterte administrations’ police message via an interview.

Duterte wants gov't projects awarded to contractors with 'most responsive, advantageous bid'President Rodrigo Duterte wants to amend the Government Procurement Reform Act to erase the requirement that projects must go to the lowest qualified bidder Another platform of corruption. God bless this government. Two-prong- if lowest bid, possibility of utilization substandard materials and underpayment. If higher bid, ludicrous and excessive expenditure by the government on infrastructures. Common denominator: breeding ground for corruption. Choose the lesser evil-lowest bid This govt does not consider 'tipid'. They consider highest bidder that offers kickbacks, kakilala, padulas, and malakas ako sa may hawak ng project.
