"The President wanted to initiate a move to introduce an amendment to Republic Act No. 9184 or the Government Procurement Act from 'lowest calculated responsive bid' to 'most responsive and advantageous bid,'" Presidential Spokesman Salvador Panelo said in a statement on Saturday, October 12.Duterte has blamed the procurement law's requirement of awarding government projects to the lowest bidder, for substandard infrastructure and corrupt practices in procurement.
To ensure quality in the project's implementation, the procurement law states the bid must be"responsive" and"qualified," apart from being the cheapest. With Duterte's proposed amendment, government entities will not be bound to pick the cheapest bid. The only guiding principle would be if it is"responsive" and"advantageous" to the government.Corruption that leads to low-quality projects like roads, bridges, or housing is often not the"lowest bid" requirement but abuses of the procurement process.

Lowest qualified bidder means that the bidder other than being the lowest must meet all the qualification standards set by the procuring entity. Hence, most advantageous and most responsive bidder. So what’s the point of the amendment again?

If tge lowest bidder meets tge tender specifications and will not resort to variation claims just to make a profit, then there is no problem why the project should be awarded. It all boils down to how strict is the tender specs and evaluation.

Actually this one I will agree with him. Yun lang, open to abuse nga lang. Chinese usually lowest bidder, doesn’t mean best quality. Kaya out sa projects ang Japanese, Europeans, North American suppliers kasi we buy the cheapest not according to merit or quality.

The main reason is was the lowest bidder bec the amount is measurable; Duterte now wants it to be subjective only, in other words corruption galore.

This govt does not consider 'tipid'. They consider highest bidder that offers kickbacks, kakilala, padulas, and malakas ako sa may hawak ng project.
Two-prong- if lowest bid, possibility of utilization substandard materials and underpayment. If higher bid, ludicrous and excessive expenditure by the government on infrastructures. Common denominator: breeding ground for corruption. Choose the lesser evil-lowest bid
