The deployment of controversial Police Major Jovie Espenido to Bacolod City was made with the consent of President Duterte after receiving complaints about the drug problem in the area, according to a Palace official.

Presidential Spokesman Salvador Panelo bared that the President wanted Espenido to be transferred to Bacolod so he could help combat the illegal drug trade.

“Sabi niya sa akin na kaya nandyan si Espenido. ‘Yan ang response ko diyan sa problema nila sa Bacolod [He told me, ‘That’s why Espenido is there. That’s my response to their problem in Bacolod],” he added. Espenido gained popularity after two suspected narcopoliticians ended up dead during his stint as police chief in Albuera, Leyte and Ozamiz City.
