Nagbabala ang Malacañang sa mga sindikato ng ilegal na droga sa pagdating ni Police Major Jovie Espenido sa Bacolod City.Kasalukuyang nasa Police Regional Office 6 ang dating hepe ng Ozamis City at nakatakdang i-assign sa Bacolod City Police Office.
"Ang reputasyon ni Espenido 'pag nandoon sa isang lugar ay bumabagsak ang sindikato ng droga. Ibig sabihin talagang masigasig siya," ani Panelo. Si Espenido ang isa sa mga namuno sa anti-illegal drug operation na ikinamatay ni Mayor Reynaldo Parojinog at asawa nito kasama ang 13 iba pa noong Hulyo 2017.
Si Espenido rin ang hepe ng Albuera, Leyte nang nabaril at napatay si dating Mayor Rolanda Espinosa, Sr. matapos umanong makipagbarilan sa mga miyembro ng Criminal Investigation and Detection Group na naghain ng search warrant sa loob ng kulungan.
