“When there were only a few cases, we reached 300 tests and more a day,” Health Undersecretary Maria Rosario Vergeire told reporters on Wednesday.

Test kits are not going to matter. The number of cases will eventually outstrip the supply. Safer to assume that anyone with the symptoms potentially has it and xray / ct scan results can verify.
