The country’s wealthiest tend to invest in overseas stock markets, so the levy will not apply to them, says economist Niaz Asadullah.

PETALING JAYA: Imposing a capital gains tax on listed shares will only help the country achieve its economic goals if wealthy individuals own shares in public-listed companies here, an economist said.

For example, Niaz said that during the Covid-19 pandemic, the rich got richer by investing in the global stock market.He said members of the elite in Malaysia tend to avoid the domestic market, leaving local companies to rely on institutional investors, especially government linked companies and government linked investment companies.

The economist was commenting on PKR MP Wong Chen’s proposal that CGT be imposed on the shares of listed companies rather than unlisted entities. In response, Niaz said: “The Subang MP would make a stronger argument for imposing CGT only on listed shares if he can show that wealthy Malaysians hold a significant number of in their investment portfolios.”
