A new report from the Montreal Economic Institute, a think-tank promoting fiscal conservatism and smaller government, analyzed hiring patterns in the federal public service over the last five prime ministers and found that although there have been fluctuations in the size of the federal public service over the years, there has been 'a truly unprecedented expansion in the size of the civil service” under the current prime minister’s tenure.
