Why should they be allowed to reproduce? Newer drugs (probably not available there) can reduce the transmission rate to almost zero. Forcible anything is wrong! ... but people with garbage genetics, or communicable diseases should 'want' to not perpetuate the illness. I think education and attainable birth control is the better option. Some women/men will likely choose sterilization on their own.
