Victoria has 25 per cent of legal practitioners, but they worked 31.25 per cent of all pro bono hours for 2021-22.

Lawyers in Victoria are chalking up more hours of free legal work than their counterparts in other states, with the Australian Pro Bono Centre putting it down to a “highly developed volunteer ethic”.

The other standout group was the large law firms – those with 450-plus lawyers – with only one of the nine listed not exceeding the 35-hour standard. The survey does not identify individual firms, but the laggard only did 23.5 hours of pro bono work per lawyer. However, Ms Christian-Hare noted that only one Victoria-based in-house legal team signed up to the target, compared with 10 in NSW.She said there needed to be a change in the mindset of the laggard firms.
