Governments must urgently give the World Health Organisation the power to announce new disease outbreaks without first getting permission from the host country if future pandemics are to be avoided, according to an expert panel that has spent a year investigating the coronavirus outbreak.
The report of the Independent Panel for Pandemic Preparedness and Response also urges world governments to allow WHO infection experts immediate access to inspect outbreaks anywhere in the world in an effort to prevent future cover-ups and delays. The Independent Panel says that presidents and prime ministers should take direct ownership of a new system of surveillance and prevention because “pandemics pose potential existential threats to humanity and must be elevated to the highest level”. Leaders should create and take membership of a Global Health Threats Council to drive reform.
Also needs a DNA database of respiratory related blood tests for 6 months before first report from every country with significant cases to understand how to manage spread and identify countries that may have been slow to report.
Its not up to the WHO to announce these things. WHO can provide assistance but leave the communications plans to the governments
The WHO needs imagination and a greater focus on its mission. It can say 'likely pandemic' or 'likely airborne transmission' during the process of investigation. WHO's performance has a number of big issues during the pandemic and requires a comprehensive review to improve.

Wasn't it the WHO that told us masks were useless? That closing borders was an overreaction? That we were experiencing an 'epidemic' rather than a pandemic? What the WHO needs is to be shut down and completely replaced by an organisation that isn't bending over for China
WHO needs to review its association with its vaccine related sponsors who are potentially causing more harm than good. WHO also needs to revert to its previous definition of 'pandemic' to avoid a repeat of the human suffering & global calamity of Covid19.
The WHO needs to be disbanded and not given more power. They cause more problems than they think they fix.
