If Ronald Kerinaiua had been found guilty of the crime he was accused of committing, his sentence would have ended three years ago. But the severely disabled man is still languishing in a Northern Territory prison.

Court submissions state he has been held in maximum security, where he has been denied the services and family contact that could improve his behaviour and help him take steps towards being released.His lawyers have said this is all the result of a bureaucratic impasse because various NT government departments could not agree on a plan — leaving Ronald caught up in an"internal government stoush".

Elder Francis Xavier Puruntatameri said that Ronald, who had no previous criminal history prior to his arrest, was not at risk of reoffending and that the incident which landed him in jail had been mishandled by the police and the justice system. "But they didn't inform us the next day. There was a plane that flew in the next day and they rushed him to the airstrip and put him on the plane without notifying family.
